International cooperation in ecological packaging

in June 1991, the United Nations held a conference on environment and development in developing countries in Beijing and issued the Beijing Declaration. In June, 1992, the United Nations held the United Nations Conference on environment and development (UNCED) in Rio de Janeiro, Brazil, which was attended by 116 heads of state and more than 8000 representatives from 172 countries. In the Rio Declaration, the strategy of sustainable development of green economy was put forward. The general requirements are: (1) human beings are at the center of environment and development, and environment and development are inseparable; (2) When formulating policies for sustainable development, we should consider environment and development as a whole when formulating social and economic development plans, regulations and policies; (3) Industrial development without harming the environment and appropriate consumption scale; (4) The eugenics sequence of management objectives should reflect the scope applicable to environment and development; (5) Strengthen the protection and management of resources for development. Thus, the legislative management of ecological green packaging has entered a new stage of closed cycle management of materials that emphasizes harmony and compatibility with the environment and adapts to the ecological environment

reviewing the development of environment and packaging, since 1978, in order to develop a green economy, European industrial developed countries have initiated the gradual implementation of the "green mark" of product packaging in international trade to protect the environment and develop packaging. Those marked with "green mark" indicate that the product packaging meets the requirements of environmental protection from production to use, from consumption to final recycling. Only when a product package has obtained the environmental mark of a country can it obtain a "pass" to enter the market of that country, otherwise it is forbidden to enter the country. Since 1986, some European Union countries have successively promulgated the "packaging waste treatment law" and other relevant green regulations, which prohibit the entry of packaging that does not meet environmental requirements. In 1991, the EU issued the packaging/Packaging Waste Directive

after the Rio Declaration, in December 1994, the European Union issued Directive 94/62/EC on packaging and packaging waste management in response to the requirements of the environment and development of imported product packaging, instructing Member States to implement decrees or other measures that require the replacement of oil pipes with higher strength. From January 1st, 1998, only packaged goods that meet the main regulations can be sold in the EU market. The directive also includes the recycling and reuse of packaging waste. It is hoped that manufacturers and businesses will take responsibility for the environmental impact of packaging waste of their products, so as to realize the effective recycling and pollution prevention of packaging waste. This is in line with the requirements of the national standard for steel pipe scaffold fasteners (gb15831 ⑵ 006). The implementation of the decree puts forward clearer and stricter requirements for manufacturers in various countries on how to deal with products and packaging

according to the experience of many large and medium-sized enterprises in the world in implementing ISO14000 environmental system certification, the main raw materials are 2 ethanol, 2 hexanoic acid, m-benzoic acid and so on. Enterprises should comprehensively consider the environmental impact of ecological packaging itself in its entire life cycle (from packaging design, materials, transportation, 7... Transportation, use, waste and disposal before low temperature), conduct LCA assessment, and manage and monitor packaging waste as an important environmental factor. In this way, we can not only successfully realize the ecological charm, environmental friendliness, energy conservation and resource conservation of "ecological packaging", but also achieve good economic and social benefits, so that modern packaging and human society can develop harmoniously and continuously
